The INTOSAI Development Initiative (IDI) is the capacity development secretariat of the organisation. The IDI, established in 1986, is a non-profit organisation that is mandated to strengthen the institutional capacity of the SAIs of INTOSAI Member States. The IDI work is based on the needs and challenges SAIs experience by conducting a global survey among them to identify their needs. IDI is an organizationally and economically autonomous body, but is part of INTOSAI and reports within the framework of INTOSAI institutional capacity development. IDI works together with the seven INTOSAI regions on a multilateral basis, in close cooperation with the Capacity Development Committee and other relevant INTOSAI committees and working groups.
According to the IDI’s view, capacity building and training of SAIs’ staff is an essential and necessary element in achieving transparency and accountability. Therefore, the IDI focuses on those developing country SAIs, that are on the OECD Development Assistance Committee list (OECD DAC) of Official Development Assistance (ODA) recipients.
The State Audit Office of Hungary plays an active role in the activities of the IDI, also provides technical support as a donor in line with the Hungarian external economic strategy. Over the past decade, the SAO has taken part as an expert, training developer and lecturer in the implementation of IDI SAIs Fighting Corruption – SFC programme. The SAO of Hungary has also provided technical support to SAI Young Leaders Programme, which covers ethical leadership training over a 2-year period, and has been supporting the renewal of the Code of Ethics of SAI Congo (DRC) with the assistance of the Swedish and Tunisian SAIs.
